The following position description is established by the Frederick-Firestone Fire Protection District (the “District”) to outline the basic requirements, duties, and responsibilities of the full-time position of Fire Prevention Specialist. This position is “at-will,” which means the Fire District, or the employee may terminate the employment relationship at any time and for no reason, subject to the requirements of Federal and State law.

Position Summary:

Under the supervision and direction of the Assistant Chief of Planning/Fire Marshal, the Fire Prevention Specialist performs a variety of technical functions including fire inspections, plan reviews, origin and cause investigations, and general community risk reduction services within the District.  The Fire Prevention Specialist performs the inspection and testing of installed fire suppression and alarm systems in accordance with approved plans; investigates assigned fires for the purpose of determining the origin and cause; and conducts occupancy and fire and life safety inspections in connection with the issuance of permits and fire code enforcement.  The position also involves, but is not limited to, responding to emergencies, implementing, and operating in various positions within the Incident Command System to control effectively and safely, and mitigate emergencies; and other duties as assigned.

Essential Duties:

 The Fire Prevention Specialist requires skills/knowledge in overall community risk reduction to include fire and emergency medical prevention, public education, fire code inspections, fire investigations, fire and life safety code enforcement and plan reviews.  The Fire Prevention Specialist requires a general knowledge of; firefighting, rescue, hazardous materials, and emergency medical assistance.  The primary duties and responsibilities of the Fire Prevention Specialist include, but are not limited to:

  1. Maintains knowledge of, and compliance with, all rules, policies, and procedures of the District.
     
  2. Conducts the review and application of fire codes and standards, including researching, analyzing, and interpreting the fire codes and standards adopted by a jurisdiction within the District to facilitate uniform and consistent application.
     
  3. Consistently promote a professional image of the District during performance of all duties.
     
  4. Successfully complete all training and maintain all certifications necessary to meet the duties of the position.
     
  5.  Assists with the Fire District’s Youth Firesetter Intervention Program
     
  6.  Conduct inspections and testing of fire suppression and alarm systems. Conduct inspections of work or occupancies, as necessary and appropriate to ensure code compliance.
     
  7.  Coordinates with the Assistant Chief of Planning and the District's fire protection engineering firm(s) in conducting all types of plan reviews.
     
  8.  Responds to request for information concerning fire code(s) and related standards, and advise architects, builders, property owners, developers, and members of the public with respect to; fire and life safety code(s) requirements, equipment, and system specifications and related fire prevention, detection, and suppression requirements of the District or of jurisdictions located within the District.  With prior approval, assist other governmental agencies on matters concerning fire codes and standards.
     
  9.  Assists the District’s Fire Investigators in determining the origin and cause of fires.
     
  10.  Prepares, or assists in the preparation of, reports and documents necessary for submitting a fire investigation case as directed by the Assistant Chief of Planning to the District Attorney’s office.
     
  11.  Understands and follows detailed oral and written instructions of all superior officers.
     
  12.  Attend all required District trainings and meetings as require or requested.
     
  13.  Clearly and concisely communicates, both verbally and in writing, information necessary to successfully conduct all duties and responsibilities.
     
  14.  Interacts and cooperates in a positive and professional manner with all personnel and customers, upholding the mission, vision, and values of the District at all times.
     
  15.  Safely, competently, and efficiently operate required District apparatus, vehicles, and equipment.
     
  16.  Routinely inspects the District’s fire prevention and investigation supplies and forms.
     
  17.  Routinely inspects the District’s fire investigation equipment for operability and proper calibration.
     
  18. As needed, responds to emergency incidents in a support function under the direction of the on-scene Incident Commander.
     
  19.  Take and enforce proper safety precautions, anticipate unsafe circumstances, and act accordingly to prevent accidents. Responsible for safety of self, others, materials, and equipment. Use all safety equipment and personal protective equipment.
     
  20.  Exercises strong analytical and problem-solving skills, including ability to collect, integrate, analyze, and use data and information, and compare and evaluate possible actions or courses of conduct based upon such analysis.
     
  21.  Maintains an acceptable rating as directed in the District’s Physical Fitness Standards Program.
     
  22.   Performs such other duties as may be assigned by the Board of Directors or the Fire Chief from time-to-time.

Education, Training, Experience and Other Requirements:

  1.  Associate degree in related field; bachelor’s degree in related field highly preferred.
     
  2. Minimum of five years in fire and/or emergency service field.
     
  3.  Maintains all District required certifications and training requirements.
     
  4. Possess strong communication skills, including but not limited to the preparation of clear, concise, and accurate written reports, strong English usage, spelling, grammar and punctuation skills and the ability to effectively present ideas and instructions.
     
  5.  Strong public relations skills and customer service skills, including interactions with other agencies, co-workers, and the public in both routine and emergency settings.
     
  6.  Possess and portray professionalism, initiative, leadership, and a strong work ethic that upholds the mission, vision, values, and Code of Conduct of the District.
     
  7.  Establish and maintain effective working relationships with other employees, volunteers, supervisors, officials, and the public.
     
  8.  Ability to teach, coach, and assist peers, subordinates, and superiors when requested or identified.
     
  9.   Ability to utilize District elected software programs such as Word, Excel, Visio, Blue Beam, Vector Solutions, Image Trend, and other software at a sufficient level of skill to timely and satisfactorily perform a moderate to heavy workload.
     
  10.  Ability to perform mathematical computations at a sufficient level of skill to timely and satisfactorily perform duties.
     
  11.   Perform difficult administrative work involving the use of personal initiative and sound judgment.
     
  12.  Ability to work well under pressure, under stressful conditions, and time constraints.
     
  13.   Possess and maintain a valid State Driver’s License and an insurable driving record.
     
  14.  Possess and maintain current knowledge of the streets and road systems of the District.
     
  15.  Possess and maintain a national certification as a Fire Code Inspector I or equivalent within six (6) months of appointment.
     
  16.  Possess and maintain a national or State of Colorado Fire Inspector II certification within one (1) year of appointment; a national or State of Colorado Fire Inspector III – Plans Examiner certification within two (2) years of appointment.
     
  17.  Possess the minimum NIMS certifications required for the position.
     
  18.  State of Colorado Youth Firesetter Intervention Specialist I preferred.
     
  19.  Possess and maintain at minimum Fire Investigation Technician (FIT) certification within one (1) year of appointment.
     
  20.  Possess and maintain International Association of Fire Investigators (IAAI) Certified Fire Investigator (CFI) certification within two (2) years of appointment.
     
  21.  Possess and maintain State of Colorado EMT-B and CPR.
     
  22.  State of Colorado Hazmat Operations certification preferred.
     
  23.  State of Colorado Firefighter II certification and Fire Officer I certification preferred.
     
  24.  Ability to read, write, speak, and understand the English language at a level adequate to perform the position.

Working Environment/Physical Requirements:

  1. This position requires work in a variety of locations and conditions, including but not limited to, an office and other similar inside work areas, buildings under construction, fire, and emergency scenes.
     
  2. A substantial portion of this position will involve sedentary, administrative work in an office environment; however, the Fire Prevention Specialist also shall respond to emergency incidents and conduct training exercises as required.
     
  3.  Strenuous physical activity under extreme adverse conditions will be required periodically.
     
  4.  This position requires standing, running, walking, sitting, kneeling, stooping, bending, lifting, squatting, pushing, pulling, crawling, jumping, sliding, climbing, pinching, gripping, digging, spraying, reaching over head, reaching away from body, and repetitive motion. 
     
  5.  Will be required to work in all weather conditions and during extreme subzero temperatures and in extremely warm temperatures.
     
  6.  Work may be performed under dangerous, hazardous, and adverse conditions, including but not limited to, weakened structures, slippery and uneven surfaces, proximity to moving mechanical equipment, burning structures, broken glass or other materials, electrical currents, high places, and confined spaces.
     
  7.  Work may result in exposure to contaminated environments, including but not limited to, hazardous materials, smoke, gases, chemicals, fumes, odors, mists, and dusts, requiring the use of personal protective equipment.
     
  8.  Work may result in exposure to infectious diseases or illnesses, such as Hepatitis A, B or C, HIV, tuberculosis, smallpox, Covid-19, RSV, or any other known or unknown infectious disease or illness.
     
  9.    Work may result in exposure to high noise levels requiring the wearing of hearing protection.
     
  10. This position requires the successful completion of an annual physical examination provided by the District’s designated medical provider and the successful completion of a criminal background check.
     
  11.  Frequent exposure to periods of high activity, interruptions, and high stress under demanding and occasionally adversarial conditions.
     
  12.  This position demands frequent use of sensory activities such as talking, seeing, hearing, smelling, feeling (identifying objects by touch), depth perception, and color vision.
     
  13.  This position will involve periods of high physical, mental, and/or emotional stress.
