Frederick-Firestone Fire District (FFFD) is currently seeking qualified candidates interested in an upcoming employment opportunity for the position of EMS Training Lieutenant. A qualified candidate must have at least five (5) years of emergency medical services experience and an associate’s degree. The minimum requirements for this position can be found in the attached position job description 100.5.6.2 EMS Training Lieutenant.

Testing Process
The testing process will include a written multiple-choice examination, scenario based examinations assessing a candidate’s medical skills, managerial and leadership assessment, and an oral interview panel.


Establishing an Eligibility List for the Position of Engineer
Once all scoring portions of this employment assessment process are complete, all individual scores will be compiled, and a ranked list will be established. Once the eligibility list is established, any former eligibility list established will no longer be valid. The District reserves the right to discontinue any eligibility list for any reason and establish a new promotional process to fill any vacancies

 

POSITION DESCRIPTION

POSITION TITLE: EMS TRAINING LIEUTENANT

JOB STATUS:  FULL-TIME; FLSA NON-EXEMPT, SWORN

RANK STATUS:  ADMINISTRATIVE LIEUTENANT

EMPLOYMENT STATUS:   AT-WILL

HOURS:  NORMAL 40 HOURS PER WEEK OR AS NECESSARY TO SATISFACTORILY PERFORM THE DUTIES  OF THE POSITION - NO GUARANTEED SHIFT OR ASSIGNMENT

 

The Frederick-Firestone Fire Protection District (the “District”) established the following position description to outline the basic requirements, duties, and responsibilities of the full-time EMS Training Lieutenant position. This position is “at-will,” which means the District or the employee may terminate the employment relationship at any time and for no reason, subject to federal or state law requirements.

Position Summary:  Under the supervision and direction of the Division Chief of Training, the Emergency Medical Service (EMS) Training Lieutenant performs a variety of technical work and labor required to implement the District’s training program, assigned duties, supervising the work of others, completing technical forms, and reports, representing the District at functions and meetings, drive, operate, and maintain assigned District vehicles, and equipment.  The EMS Training Lieutenant is also required to perform the emergent and non-emergent medical services of a Paramedic, in compliance with the adopted medical protocols of the District’s Medical Director.  The EMS Training Lieutenant also must direct, supervise, and perform emergency medical service quality assurance and improvements as part of the District’s Risk Management Plan. 

 

Supervisor:    Division Chief of Training

 

 Supervisory Authority: Under the supervision of the Division Chief of Training, the EMS Training Lieutenant supervises the EMS training activities performed by District members, including but not limited to Captain(s), Lieutenant(s), and all firefighters and paramedics. The EMS Training Lieutenant will also assist with Fire and Rescue Training activities as required or needed by their supervisor.  The EMS Training Lieutenant authority is not meant to supersede the authority of a member’s regular supervisor; rather, it is intended to work in conjunction with the member’s regular supervisor to ensure operational goals, quality assurance of emergency medical services, and improvements of the District are being addressed and met. The overarching responsibility is to improve output and outcomes for our members and the community.

 

Essential Duties: The EMS Training Lieutenant position requires knowledge of emergency medical care, including basic life support, advanced life support, patient care reporting, quality assurance, and improvement processes. The primary duties and responsibilities of an EMS Training Lieutenant include, but are not limited to:

  1.  Maintain knowledge of, and compliance with, all rules, policies, and procedures of the Fire District, Colorado Department of Health and Environment, and National Registry of Emergency Medical Technicians.
     
  2. Consistently promotes a professional image of the District while performing all duties, always representing the District’s mission and core values.
     
  3. Complete all training and maintain all certifications necessary to meet the position's duties.
     
  4.  Consistently promotes and delivers the District’s EMS training curriculum to ensure all operational criteria are met, and that qualifications and certifications of all personnel meet local, state, and national requirements.
     
  5.  Assist the Division Chief of Training in evaluating, developing, maintaining, and continually improving high-quality, cost-effective, and efficient EMS training programs for the District to constantly improve outcomes.
     
  6. Conduct practical evaluations and track certification standards and testing for all personnel consistent with the District’s EMS training program.
     
  7.  Ensure confidentiality of all quality assurance and improvement findings and investigations.
     
  8. Complete and publish all quality assurance and improvement reports as directed by the Division Chief of Training or the Operations Section.        
     
  9. Ensure that the Division Chief of Training and the District’s Medical Director are informed of all quality assurance and improvement indicators as directed.
     
  10.  Deliver comprehensive EMS training programs that meet state and national criteria and requirements for personnel certification, enhance the District’s providers’ care, and increase positive outcomes.
     
  11.  Proactively identify EMS program deficiencies identified by routine or periodic assessments, including revising and developing procedures and guidelines to increase responder, patient, and provider safety and proficiency for the District’s customers.
     
  12. Identify, revise, and present District policies, guidelines, and instructions in emergency medical services as needed or required.
     
  13.  Contribute to developing and implementing an annual master training schedule to assist in monthly detailed scheduling of training sessions.
     
  14.  Contributes to long-range planning for the Training Division to provide overall District risk management, patient safety, responder safety, and enhanced services.
     
  15.  Work with District staff to promote community health and safety activities, coordinating with community outreach and risk reduction to provide appropriate classes to the public and develop robust injury prevention and emergency medical outreach programs.
     
  16.  Work with line staff to ensure all EMS training facilities and grounds are clean, all supplies are restored, and all waste created by the EMS training activities has been adequately removed. 
     
  17.  Assist the Division Chief of Training with data compilation for the annual proposed budget.
     
  18.   Attend required District trainings and meetings with local hospitals and training groups within the region.
     
  19.   Clearly and concisely communicate, both verbally and in writing, information necessary to successfully conduct all duties and responsibilities. Understand and follow detailed oral and written instructions of superior officers.
     
  20.  Under the direction of the Division Chief of Training, maintain a positive working relationship with the Colorado Department of Public Health and Environment (CDPHE), the Fire District’s Emergency Medical Director, local and regional hospitals and higher education, neighboring agencies, and other community partners with whom the District conducts business on an ongoing basis.
     
  21.  Safely, competently, and efficiently operate all required District vehicles and equipment necessary for the position.
     
  22.  Conduct the District’s annual infection control training and data collection.
     
  23.  As appropriate or required, provide and assist with emergency medical services, search, rescue, and extrication activities to victims of medical emergencies, fires, auto accidents, etc., under prescribed emergency medical care procedures, and within the scope of services permitted by District emergency medical protocols.
     
  24. Participate in and respond to emergency medical alarms and rehabilitation divisions, following prescribed training and safety practices to minimize public and personal hazards.
     
  25.  As appropriate or required, participate in and respond to priority fire and rescue events to focus on District personnel’s health & wellness through rehabilitation and medical support functions.
     
  26.   Directly observe patient care provided by the District’s emergency responders while on scene of emergency and non-emergency calls for service and provide constructive feedback and immediate proactive coaching when necessary or required.
     
  27.   Take proper safety precautions, anticipate unsafe circumstances, and act accordingly to prevent accidents. Responsible for the safety of self, others, materials, and equipment. Use all the required safety equipment provided for the position.  
     
  28.  Recognize positive behaviors, culture, and organizational contributions using praise, appreciation, and award nominations.
     
  29.  Assess EMS training levels of the District’s emergency responders and provide feedback to the Division Chief of Training and the responders’ direct supervisors about the capabilities, trending issues, and training needs of the District’s emergency responders.
     
  30. The primary administrator of the District’s incident records management software (RMS). Conducts routine patient care report (PCR) review for quality assurance and improvement, is the primary liaison between the District and receiving hospitals and collects and extrapolates patient outcome information to all agencies.
     
  31. As requested, it extrapolates data from the District’s RMS to produce reports identifying trends, service gaps, operational strategic planning, and accreditation.
     
  32.  Ensure the District’s emergency responders adhere to approved policies, protocols, and practices associated with the provision of emergency medical care, the acquisition and upkeep of equipment and supplies necessary to provide medical care, and the appropriate, thorough, and effective documentation of care in the EPCR system.
     
  33.    Possess the knowledge and skills to perform and teach a variety of basic and advanced emergency medical duties and other relatable methods for an all-hazards agency.
     
  34.   Assist the Division Chief of Training with hiring processes, new hire academies, and field instruction of newly hired paramedics, emergency medical technicians, and firefighters.
     
  35.   Properly operate in and function with self-contained breathing apparatus when certified, personal protective clothing, respirators, N95 mask, and other specialized equipment as needed or required.
     
  36.    Under the Fire Chief’s direction, conduct and maintain the District’s annual ambulance licensing.
     
  37.   Oversight of the District’s emergency medical supplies and equipment to assist with capital replacement plans.
     
  38.   Maintain an acceptable rating as directed in the District’s physical fitness standards program.
     
  39.    Perform such other duties as may be assigned by the Fire Chief from time to time.

 

Education, Training, Experience, and Other Requirements:

  1.   An associate's degree is required; a bachelor’s degree is preferred in emergency medical services administration, management, or a related field.
     
  2.  Possess and maintain a National Registry and State of Colorado Paramedic certification with five (5) years of emergency medical services experience. A minimum of three (3) years within a fire-based emergency medical services agency is preferred.
     
  3. Possess and maintain a Colorado State Certified Driver Operator or equivalent certification with the Frederick-Firestone Fire District.
     
  4.   Possess and maintain ASHI and AHA Professional Rescuer CPR Instructor certification.
     
  5.   Possess and maintain Advanced Cardiac Life Support (ACLS) Instructor certification.
     
  6.   Possess and maintain Pediatric Advanced Life Support (PALS) Instructor certification.
     
  7.    Possess and maintain a State of Colorado Hazmat Awareness certification or higher within 12 months of    appointment or hire.
     
  8.  Possess and maintain NIMS ICS 100, 200, 300, 400, 700, and 800 certifications within 12 months of appointment or hire.
     
  9.   Possess and maintain S-130, S-190, and L-180 certifications within 12 months of appointment or hire.
     
  10.  Possess and maintain State of Colorado Fire Instructor I or Colorado Primary Emergency Medical Services Instructor certification.
     
  11.   Successful completion of the District’s Officer Development Program for EMS Professionals within one (1) year of entering a District-sponsored course.
     
  12.   Maintain all District-required certifications and training requirements.
     
  13.   Ability to teach, coach, and assist peers, subordinates, and superiors while following and representing the District’s mission and core values.
     
  14.   Possess strong communication skills, including but not limited to the preparation of clear, concise, and accurate written reports, ability to read, write, speak, and understand the English language at a level adequate to perform the position to include, spelling, grammar and punctuation skills and the ability to present ideas and instructions effectively.
     
  15.  Always establish and maintain effective working relationships with other employees, volunteers, supervisors, officials, and the public.
     
  16. Ability to perform word processing at a sufficient skill level to be timely and perform a moderate to heavy workload satisfactorily.
     
  17.   Familiarity and proficiency in using Microsoft Programs, Adobe, scheduling software, financial software, and all other records management software programs utilized by the District.
     
  18.   Ability to perform mathematical computations at a sufficient skill level to perform duties promptly and satisfactorily.
     
  19.  Ability to work well under pressure, stressful conditions, and heavy workloads.
     
  20.  Possess and maintain an insurable driver’s record and state issued license.
     
  21.  Possess and maintain knowledge of the streets and road systems of the District.
     
  22.  Possess and maintain knowledge of NFPA Standards 450, 473, 1581, and 1584.

 

Working Environment/Physical Requirements:

  1.  This position requires work in various locations and conditions, including but not limited to administration offices, fire stations, and other similar inside work areas, as well as emergency scenes of every type.
     
  2.  A portion of this position will involve sedentary, administrative work in an office environment; however, the EMS Training Lieutenant shall also respond to major emergencies and conduct training exercises as needed or required.
     
  3.   Strenuous physical activity under extreme adverse conditions will be required periodically.
     
  4.  This position requires standing, running, walking, sitting, kneeling, stooping, bending, lifting, pushing, pulling, crawling, jumping, sliding, climbing, pinching, gripping, digging, spraying, reaching overhead, reaching away from the body, and repetitive motion. 
     
  5.  Will be required to work in all weather conditions, in extreme subzero temperatures, and in extremely warm temperatures, facing all types of weather conditions.
     
  6.   Work may be performed under dangerous and adverse conditions, including, but not limited to, weakened structures, slippery and uneven surfaces, proximity to moving mechanical equipment, burning structures, broken glass or other materials, electrical currents, high places, and confined spaces.
     
  7.   Work may result in exposure to contaminated environments, including but not limited to hazardous materials, smoke, gases, chemicals, fumes, odors, mist, and dust, requiring respiratory personal protective equipment.
     
  8.  Work may result in exposure to infectious diseases or illnesses, such as Hepatitis A, B, or C, HIV, tuberculosis, smallpox, COVID-19, and other known or unknown infectious diseases or illnesses.
     
  9.   Work may result in exposure to high noise levels, requiring hearing protection.
     
  10.  This position requires the completion of an annual physical examination provided by the Fire District’s designated medical provider, an annual physical fitness assessment, and a criminal background check.
     
  11. This position demands frequent use of sensory activities such as talking, seeing, hearing, smelling, feeling (identifying objects by touch), depth perception, and color vision.
     
  12.   This position will involve high physical, mental, and emotional stress.
