AA-Rating from S&P and Saves Taxpayers
Over $230,000

lower the Bond mill levy to
taxpayers more rapidly and pass on
direct savings to our taxpayers.
The lower interest rates in the
refinancing will produce over
$230,000 in savings directly to
taxpayers. This savings is in
addition to the existing plan to
eliminate the Bond Mill Levy 18
months earlier than the date
approved by taxpayers in 2002.
Part of the refinance required the
District to have its credit rated by
Standard & Poor’s, the same company
that recently conducted the rating
of the United States debt.
The S&P rating of the District takes
into account:

Area economic and employment base
●
The District’s financial policies
and practices
●
The District’s overall debt and planning
for future debt
Standard & Poor's assigned the District
an AA-rating, which it called “an
outstanding rating on obligations issued
by the District.” This high rating was
based on several factors according to
Standard & Poors including "conservative
budgeting practices and expenditures.
This high rating is a testament to the
way the District has managed its
resources in fast growing communities.”
The S&P Report, which can be found
here, found the following favorable
conditions in the District:

Growing population and service area with
access to Denver's diverse economic and
employment base;
●
Strong wealth and income;
●
Stable finances, supported by very
strong general fund reserves; and
●
Moderate overall debt with no additional
debt plans.
The new bonds have an average interest
rate of 2.35% versus 5.07% on the 2002
bonds

The Carbon Valley Emergency Planning
Committee and the Frederick-Firestone
Fire Protection District will be hosting
Community Preparedness classes on the
4th Thursday of each month in 2012. The
classes will be taught at the Business &
Education Center.

Are You Ready? |
The "Are You Ready?” class is an
in-depth workshop for citizen
preparedness. This has been designed to
help the residents to learn how to
protect themselves and their families
against all types of hazards. The focus
of the content is on how to develop,
practice, and maintain emergency plans
that reflect what must be done before,
during, and after a disaster to protect
people and their property. Also included
is information on how to assemble a
disaster supplies kit that contains the
food, water, and other supplies in
sufficient quantity for individuals and
their families to survive. We will also
discuss how to prepare residents with
special needs, access and functional
needs.

Weather Spotter Training |
Americans live in the most severe
weather-prone country on Earth. Each
year, Americans cope with an average of
10,000 thunderstorms, 5,000 floods, and
1,000 tornadoes. And this on top of
winter storms, intense summer heat, high
winds, wild fires and other deadly
weather impacts. You can make sure you
family and our community is ready for
severe weather with the National Weather
Service’s Spotter Training program.

Community Awareness Program |
The Community Awareness Program™ (CAP)
empowers citizens to help play a role in
enhancing our community’s safety.
Developed by The Counterterrorism
Education Learning Lab (The CELL) and
the Colorado Information Analysis Center
(CIAC), the CAP is an interactive
curriculum, taught by Colorado public
safety professionals, that provides
citizens with the basic tools needed to
recognize and help prevent terrorist and
criminal activity in their hometowns.
All classes will begin at 6:00 pm and
will last from 2-3 hours depending on
the topic and are FREE. Come out and
join us and learn how to be better
prepared. Please register early in
advance to ensure adequate participation
for each class by contacting the
